Rules Of World Elite Baseball

Conduct: All player’s, coaches, and participants shall conduct themselves in a civil manner at all times while participating in or representing World Elite Baseball. Disbarment from the association as well as from an event will be at the discretion of the tournament director for that event and the National office for suspension or total disbarment from the association.

2008 BY LAWS

World Elite Baseball

Mission: World Elite Baseball was founded with the intent of allowing only the highest level of baseball to its participants, coaches, parents, and spectators. These goals can only be reached by having clearly defined rules that are consistent throughout the organization and all events. We will support our players, coaches, parents, parks and communities with terrific National leadership and clear communication. IN short treat others as you want to be treated, and wok hard to provide the best baseball tournaments and leagues that is within you power and World Elite Baseball will not only be the biggest youth baseball organization, but it will be the best.


Registration:


All players and teams must be registered with World Elite Baseball in order to compete in a Sanctioned event. Players must be listed on an official World Elite Baseball roster. Each team must pay a $25.00 fee per year to have a certified roster. Rosters are only valid April-April with players moving up to the next years playing age on April 31st.


TEAM AND PLAYER CLASSIFICATION


Teams are not classified in this organization; accept one separation, which is defined as “league” team or “Elite” team. It is felt that any Elite team should be ready, willing, and able to play any team of the same age class. This will eliminate the rampant sandbagging of other organizations. Player’s may be from any geographic area as long as they are from the proper age class. League teams must be drafted and may not protect more than four players. Player’s age is determined by their age on May 1 of the playing year. (Example: Joe is 11 on April 29, 2008, he will be an 11 and under player for 2008). Each team must have in their possession at each event: a copy of their team roster, each player’s birth certificate or state issued photo ID.


Player Classification (A):


Any child of proper age may play on a World Elite Baseball team. If a team violates the age rules, that team may be disbarred from the organization at the discretion of World Elite Baseball, if found during a tournament the tournament director shall suspend the team and the team shall be placed last in the standings. Any berths to State or National tournaments shall be removed and placed with the next team in order of finish.


Player Classification (B):


No player may be on the roster of more than one team of the same age group, but may play up in age on an additional team.


World Elite Pitching & Base Dimensions:

8 year old division: (coach pitch)-Bases 65 feet

9 & 10 year old divisions: 46 feet pitching, 65 feet bases

11 & 12 year old divisions: 50 feet pitching, 70 feet bases

13 year old division: 54 feet pitching, 80 feet bases

14 year old division: (adult division)- 60’6’’ pitching, 90 feet bases




Game Rules:

Unless otherwise stated all rules shall be major league baseball rules 2007 Version as Printed in the (Sporting News)


Each pool game shall be started with a coin flip to determine the home team. During elimination rounds the higher seed will be the home team. In any championship game where top teams from different polls are playing, the home team will be determined by a coin flip.


The tournament director shall set time limits.

There shall be no time limits in championship game

Age groups 12 and under shall play 6 innings.

Age groups 13 and up shall play 7 innings.


Mercy Rule:

6 inning games shall be 15 runs after 3 innings and 8 runs after 4 innings.

7 inning games shall be 15 runs after 3 innings and 12 runs after 4 innings and 8 runs after 5 innings.


When a play is being made at any base the player many not make malicious contact. This shall be at the discretion of the umpire. Penalty shall be the player is out and immediate ejection.


The designated hitter may be used in all age groups. NOT an extra hitter. Major league baseball rule shall apply.


Starters may re-enter the game 1 time. Non-Starters may not re-enter once leaving the game.


Starters my retake the mound if they are only moved to a defensive position and never leaves the game.


If a game is called due to rain or other act of God, it shall be a complete game if a 6-inning game has completed 3 innings or a 7-inning game has completed 4 innings. If a game is delayed due to rain or act of God then the Major League rule shall apply.


*12 years and under may not wear metal spikes.

*13 years and up may wear metal spikes

*13 years and down may use 2/34 bats.

*14 years and up shall follow National Federation High School rules as to bath dimensions.

Pitching Rules:

Please note the pitching rules of World Elite Baseball in very liberal any violation of these rules will result in immediate forfeiture of the game in question.


12 and under:

NO pitcher shall throw more than four innings in a game and pitch in the next game. NO pitcher shall throw more than eight innings in two consecutive games. NO pitcher shall pitch more than two consecutive games. Pitching in a game is defined as recording an out. NO pitcher shall pitch more than either innings in one game.


13-15 year olds:

NO pitcher shall throw more than five innings in a game and pitch the next game. NO pitcher shall throw more than ten innings in two consecutive games. NO pitcher shall pitch in more than two consecutive games. Pitching in a game is defined as recording an out. NO pitcher shall pitch more than nine innings in one game.


16-Adult:

Leagues:

All leagues must register each team under the guidelines stated previously. Each league must submit its rosters as well draft policy to the national office for approval. There are two types of leagues, drafted and select. Drafted leagues may not have more than four protected players. Each league may send its league champion and runner-up or two all-star teams to the World Elite Baseball World Series. Additional teams may be approved by National Office and will be considered on a case-by-case basis. Every state that has a state tournament may send all league teams to the state tournament. Drafted leagues may combine age groups as to create enough children to have teams. Example: 11’s and 12’s on one team. The league must be consistent in these age splits through all teams as to created fairness. Game rules shall be as previously stated with league specific changes. These changes will be how home teams are selected, and weekly rather than tournament pitching rules. These specific rules will be set by the National office along with local league officials as to created the best fit for specific leagues or cities.


Sportsmanship:

Each and every players, coach, and parent are expected to conduct themselves in a sportsmanlike manner at all times, Any player or coach ejected from the game will not be allowed to play or coach in the next game.


Protest:

The cost of any protest is $100.00 cash. Protest will only be allowed for the following: rules interpretations, age violations, or pitching violation. If the protest is lost the $100.00 fee will not be returned.
